How to reorder issue types in 'create issue' view

How to reorder the formation of 'types' in de Create issue view? (see attachment)

For instance put the Issue types on top and Changes on the bottom

Unless something has changed recently that is not possible. I would suggest using the Feedback link in the application and convey your Suggestion to Atlassian.
