How to i change the default linked issue?

The default of mine is "blocks" and I wanted it to be  "Relates to" .

The link types are displayed in alphabetically order based on Name of the link type as shown in

https://<yourSite>/secure/admin/ViewLinkTypes!default.jspa

The values that you actually see in the list are the Inward and Outward Descriptions for the link type.

You would need to update the link type Names to change the order in which they display. You could prefix them with a number. Note that this would be a system wide change, not a per project change.
