Unfortunately, if the issues were truly deleted, then they are gone for good, and you will not be able to find or restore them. I always avoid deleting issues, unless they are simply test issues I created when setting up a project or something similar.

In Jira/JSM, once the issues are deleted it cannot be restored. There are third party add-on that can provide you with the functionality. The app developed by my team helps to track and restore deleted issues. I just want to add that storing deleted issues is started only after activating the option in the add-on. You can’t get a record of the issues deleted before the app was installed. So, you can use it to prevent losing deleted issues in the future.

As @Jack Brickey called out once you delete an issue the issue is gone instantaneously and there is no place you can go search for it.

Unfortunately, if your issues were deleted, they may not be restored. To avoid the situations like that in the future, it's nice to think about a backup plan. You can arrange backup yourself opting for a backup script, use Jira backup Manager, or use a third-party backup tools to back up your Jira data (here you can read more about the options to back up Jira data: Best Jira Backup Tools).
