As @Jack Brickey indicates, dashboards cannot be accessed by customers via the the JSM portal.
We offer a commercial alternative with our app Dashboard Hub for Jira. You can create a specific dashboard for each customer and then, share a link to the dashboard, so they can access to the live information. For example, like this one ITSM dashboard.
