You can configure a custom calendar in the SLA section of the Jira Service Management project.
From the project settings menu, SLAs, if you click on the calendar icon, this will allow you to create or modify an existing calendar, for example to add holiday dates. Then, you can specify which calendar the service level agreements need to respect.

Just change the country after the backslash. I've just added all bank holidays in our various locations in a few clicks to our SLA calendars in JSM. So slick!
