When I trying, it is exist in unavailable action with this note: This operation can only be performed on issues of one issue type. Please choose issues of the same issue type.
The message appears to you because you are trying to bulk change multiple request types, which have different issue types. Try to change request types that have the same issue type.
See, I've 250 issues, in that some are empty and some have request type. So I want to find the issues which request type is empty so that I can make bulk change.
But I'm not able to filter it, it is saying switch to advanced. Can you please add the condition that request type is empty:
project = GJP ORDER BY key DESC, updated DESC, due ASC, status ASC, created DESC, Rank ASC

Try the following on the advanced search, using JQL:
project = GJP AND "Request Type" is EMPTY

I did, and it is filtering properly, but when I'm trying to bulk issues - to change Request Type, then still it is showing in unavailable action.
I want all empty request type to make it "Custom Request Type"

@Jimmy Trivedi you have to see if all request types you have selected, that are of the of the same issue type.
Every request type is based on an issue type. You can't simply change a request type of an issue type A, to a request type of issue type B. First you have to change the issue type to B, and then to change the request types.

So I tried to bulk change with same issue type, so I'm getting this now:
NOTE: No request types are available for this issue type. Please configure your request types first.

Do you have any request types that are associated with the specific issue type you are trying to change?

If you have only one request type, then to which request type you want to bulk change the issues? To the only one?
If yes, then you have to bulk change all issues to the issue type that the request type has.

I have 1 request type and 2 Issue type. But I do not want to change issue type. Can you tell me then how can I create different request type?
