We use both JIRA Service Management (Cloud) and JIRA Software (Cloud)

There are two different release tracks that you can be on on Cloud, either continues track where changes are added as soon as they are available or bundled track where changes are rolled out as a group once a month. You can check which one you are on by going to admin.atlassian.com and go to Products > Release tracks. Under products you can find Product updates that outline each change that is rolling out or has been rolled out to everyone. You can learn more about the release tracks here.
If there are major changes coming then you will usually get an email that announce the change, and there will the an announcement here on the Community.
Hi @madeline.mcpherson cloud releases are usually done weekly. Here's an example of their release notes: Cloud Changes
From that link you can click on the "Email and Privacy Preferences page" to subscribe to them.
