The new permission pages are an utter disaster. I understand that that per "Space" workflow edit permissions currently do not work for Service Projects, so we're trying to give one of our users permissions to edit company wide workflows.
The issue is that it's impossible to find now.
Under Security -> Global Permissions -> Jira Permissions -> Administer Jira is a link to:
"Configure permissions in user management"
Which takes you to
Atlassian Apps
Which lists
Jira Administration
Jira
Jira Service Management
Which one do you need to manage in order to give permissions to edit company wide workflows? Jira? Jira Administration?
If you select "Manage app" for Jira, then you can add a group to the Roles
User
or
User access admin.
Not sure if these can edit workflows. It's not explicitly stated there.

To grant that user the rights to modify Jira Service Management workflow, he needs to be a Jira admin and also to have a JSM license.
To make the user a Jira admin, go to that user in the user management, select Jira administration and check the App Admin.
