Since your ask is very general without any details, therefore I am assuming that you are referring to "Sub-task" issue type ("child issue").  If so, you will need to expose "Sub-task" issue type in your JSM project, so once the parent task is created, then you can create subtask as child task to the parent to fulfill your ask.

1) Modify your project's issue types scheme to include sub-task issue type.  NOTE - by default it will assume your default issue type configuration (i.e. Issue Screen Scheme and WF) for your project.
