We have written an automation rule in JIRA SM that will send an email to a person after a Priority A ticket is open for 15 mins but I want to make this repeat each 15mins since raised as an A until resolution is set. any help greatly appreciated . eg

Not sure if the automation does schedulers where is check at a frequency since the trigger is not by time.
Might want to try filter subscriptions. Set a JQL to check every 15 minutes and then if there's nothing queried, it doesn't send any notification at all.
