Hello I am looking to find out how to have a required custom field before closing a ticket. I have created the custom field (called Serial Number) and have added to the project. However I would like to make it required to input the serial number field before closing.

The technique is slightly different in team managed vs company managed projects, but in both cases you would resolve this in your workflow settings.
In a team managed project, add a workflow rule to the transition to done. In this example, I used the description field to add a 'restrict to when a field is a specific value' rule, which in your case would be Serial Number instead:
In a company managed project, you would use a Fields required validator on the transition to done.
The benefit of workflows in a company managed project is that you can also add a screen to the transition that has your field on it, so the user can actually update the field while executing the transition. Team managed projects do not support transition screens.
