As a reporter I should get all updates to that ticket, but I don't receive any even though my notification settings seem are all selected.
To add and confirm:
- I do receive notifications via email if I have a comment with my name tagged in it
- and there's nothing that appears in my spam folder

It seems you're using JSM. In JSM, the reporter is taken as a customer. There's a customer notification configuration in JSM Project Setting, which will tell you what events/scenarios will notify the customer/reporter.
