How do I get a different layout for Jira issue?

I have seen different layout for Jira issue previously and even now. But for a new account and project I created, it looks different. I would like to get the layout like the following ticket (I am guessing this is the old one):

Could someone please help me with this? TIA

Welcome to the community.

The layout you are pointing out to is the Server/DC (self hosted) version of Jira.

This view is available not in the Cloud solution.
