How do I automate a Jira task to be created every year on the same day starting Dec 1?

I need a task created in Jira every year on Dec 1

How do I automate that?

I can select every 12 months but I can't select the start date.

Any ideas?

Sure. Use a scheduled Automation.

Trigger - scheduled w/ cron - 0 0 1 12 *

action - create issue

I suggest you create a test for tomorrow... 0 0 11 2 *
