Actions on issues via the JSM portal are possible, by making the transition available on the portal, this has to be set in the workflow.
This will make this transition usable for anyone.
Or you can make a separate transition and try to set a condition, based on user in a group or role, nut then users from a specific organiziations, would need to be in a separate group or role.
I would opt for a group.
