For example 

Monthly high dusting: Instead of creating one every month I want it to auto create every month same say of the week. Also, others I would like to do would be daily, weekly, monthly, annually etc...

Welcome to the community.  Yes, you can setup Automation for Jira rule to be triggered off at a schedule basis to create issues set automatically at your specified time period.
