I am curious to know if anyone is using Jira for HR onboarding process.
Is there a demo that can be viewed?

It's a really common use case in Jira which I've worked on quite a few times, I'm sure many other people have as well. In fact, it justifies a template that's available from Atlassian: https://www.atlassian.com/software/jira/templates/new-employee-onboarding
There's a bunch of topics to discuss around it, but obviously Jira is capable of approvals, limiting tickets to just their reporters and the HR team (issue security), sub-tasks for varying onboarding tasks from different teams (and auto-assigning these), etc.
I'd dive into it and see what you can achieve. Then, if you have any issues, come back here!

There is an HR template that has request types for both onboarding and off-boarding. I have a HR project that we use for just that, besides other HR things like general questions, promotions/transfers etc.

Not really Jira, but thought it could be of interest to you.
We have a great app for HR onboarding process called izi LMS for Confluence. It enables to create courses and quizzes in Confluence the same way you create pages and use them for training, onboarding, and compliance.
We have an automatic feature that enables you to enroll new employees to all onboarding courses in one go just by adding them to a specific group in Confluence. That should minimise a lot of manual work.
Also, I see you mentioned that you want "to produce something that is as user-friendly to some external to the organisation" - in izi LMS we have a possibility to enroll external users too.

In my team we are using add-on for this purpose, so if you are okay with plugins you can try it as well. The BPM provides the ability to create workflows that streamline and automate various processes, including onboarding.
Once the process is set up in BPM, the employees' tasks will automatically transition from one department to another, as well as move through the necessary approval steps. The workflow will guide the tasks through each stage until the final form is submitted. This automation eliminates the need for manual handoffs and ensures a smooth and efficient progression of tasks throughout the onboarding process.
