Guest user cannot view KB and Tickets

In Jira, the user has two accounts under the same email address — one it shows private email and the other with email address. Although the user already has Guest access to Confluence, they still cannot view the Knowledge Base and other page such as the Tickets submitted within the organization. Could this issue be caused by the duplicate accounts?
