The important thing first: No, Jira will not delete any data in your cloud instance without being told to. The article you linked to does not apply to the Cloud version of Jira, but rather the Server version. Which also will not delete any data without being told to.

P.S. As a general note about data privacy: It is good practise (and even legally required in some countries) to minimize the amount of Personal Identifiable Information that you store in any system. This also applies to Jira, however you as an admin will have to make a decision on what is acceptable for your specific use-case. If in doubt, it is always a good idea to get a legal opinion, especially in places like the EU.
