I get an error when trying to upgrade from Jira Service Management to Service Collection. The form has two steps. On the first step, I select the site I want to convert and click "Next", but then I see this message:
“We’re not sure what went wrong. Try again later. If this keeps happening, contact support.”
I can’t contact support because I’m on a free plan. Do you have any idea why this error might be happening?

Even though it doesn't sound intuitive, on one site, trying again or using an incognito tab solved the problem for me recently. If the problem persists, reaching out the Purchasing & Licensing support mentioned by @Tansu Akdeniz should get you further.

Yes, I tried different browsers and incognito mode. The result is still the same. I’ll try reaching out to them through the Purchasing & Licensing channel.

Customer service management is free up to 3 agents. Have you tried adding it in incognito mode? For getting Atlassian support, you at least need Standard tier. You can try signing up for trial Standard tier and then revoke it after you have done with your support with Atlassian.
