Edit dashboard

To change the assign, the person doing the action should have Assign issues permission.

The person to whom you are assigning the ticket should have Assignable user permission. 

For access related, you need to contact your organization jira admins. Community team members will not have access to your jira instance.

There is nothing called "Assignee" for dashboards. For dashboard, we have only Viewers, Editors and one single Owner. 

To change the owner, you need to contact the Jira admins. They can change it from admin settings --> System --> Dashboard (Direct url: https://<yourDomain>atlassian.net/secure/admin/dashboards/ViewSharedDashboards.jspa
Search for required dashboard and click on action menu --> Change owner

If you are the owner of the dashboard,  you need to open the dashboard -->Click on Action menu (3 dots) --> Rename and share. Select the required group/users and viewers and editors. 

I want to change ticket assigned users please suggest.
