I am currently working on a portal on Jira service Management, and as you can see on the image below, I would like anyone to be able to access the portal. I'm trying to follow the documentation via the following link : https://confluence.atlassian.com/servicemanagement/introducing-the-login-free-portal-for-jira-service-management-1155497450.html
But I can't access the parameters, especially the one directly below.

Based on the above configuration, Customers can create their own accounts by signing up or sending an email request.
If you want that user can raise a request without signup then make the below changes.
https://"yourjirasite"/jira/settings/products/servicedesk/customer-access
