Welcome to the community. The "Free" subscription is not limited for MS Teams integration. Here is the documentation reference on how to set it up - https://support.atlassian.com/jira-service-management-cloud/docs/connect-microsoft-teams-to-your-service-project/

The only thing you need to keep in mind that the "Free" subscription only gives 3 agent licenses per env.
