Does anyone know how i could automate a change conflict in a workflow?

I have a standard change workflow but what i want to do is when a change request is submitted if it conflicts with another change then it takes a different path in the workflow and maybe needs additional approval or review rather than going straight to approved.

Or even if it can edit an issue if a conflict is detetcted to change a field or add a label

Ideally without the need to purchase a 3rd party app

Just using the inbuilt planned start date from JSM and the change feature that detects change conflict
