I am working in a small company and there is no project manager so that in our IT department decided to choose key users from departments as project manager. They will create change request and follow their request (Backlog, UAT, etc.). On the other hand, we want to manage managerial approvals with Jira Service Management. We will buy JSM licences for only IT. Do we need Jira Cloud licences to create project team boards for IT team and key users?

If I understand correctly, you were more asking if it would be possible for a Jira software user (let's say) to access the boards in a JSM project without needing an agent license.
I believe you should be able to do this, as @Tansu Akdeniz says, if you switch on the feature to have boards, and you enable the people you want to see the board but not work on tickets as 'collaborators', they should be able to access the board without consuming an agent license.

It is possible to enable a board view in JSM projects.
You can do it via Project settings -> Features -> Views -> Select Views -> Boards.
