JSM forms are mostly one-way for display: they show the data that was entered or prefixed into the form at request creation.

If a field is updated later in Jira/backend/API, it often will not automatically refresh on the portal form.

Is this true?

You are right, but if you want to use options that you have in another system and don't want to create customfields in Jira and use these options, check out Form Dat Connections, this option is to use data form other systems as option in fields in a form
