Generally speaking, JSW is for software development teams that want to use agile or Kanban practices. JSM is used by support organizations that need to support customers. In the case of JSM agents that use the product to support the customers are licensed paid users whereas the customers themselves are not paid users. The customers do not have access to the full product but brother access via a portal for raising, tracking, escalating tickets.
