Is there a way to give a user permissions to create and share dashboards for a single project?

Hi Sam, Welcome to the Atlassian Community!

No that can't be done.

Dashboards do not belong to a single project. They contain gadgets and every gadgets uses a JQL filter. That JQL filter can contain search results of multiple projects.

Note that users can only see issues in projects they have access to. So no need to worry about exposing data from other projects by mistake.
