It's been a few days and still, include:_spf.atlassian.net is not verified status in JIRA in the cloud
Third-party online DNS look-up verifies that the record exists.

This has been an issue that has been identified multiple times as of late due to an issue that Atlassian had. Please take a look at the response from Andy on this post and follow the provided steps. This should get the verification to happen.
