I need to provide view only access to a customer (scrum master) on the portal to keep a track of all tickets customers have raised at their end.
Is there a possibility to provide view only access to the portal without incurring additional cost?

You would need to create a new project role in the system.
You could edit the permission scheme and only grant this role the browse permission only, and add this person to the project and grant them this new role.

I think you are referring to project level role and not Portal role. What I'm looking for is Help Center / PORTAL requests - view only access. Screenshot below for reference.
I see customer permission in project setting and global setting but can't find any option specific to a customer / subset of customers. Also can't find any thread for view only help center / Portal access.

No customer sub-set exist.
So no, no view only is possible if you don't want the user to be granted view only.
This can only be done by granting a license and making the adjustments Isuggested.
