Creating Service Owner Teams

Hi

(we have a Premium level JSM Cloud environment which entitles us to 1 sandbox).

In this sandbox (SWISHDEV), I created Services.  While doing this, I had to create Service Owner 'teams'. (why a service owner is a team, I don't know, but I digress).
I now want to replicate my sandbox services in my production JSM project (SWISH). However, when I go to select the Service Owner teams that I already created for my sandbox, it doesn't see them at all.

So I create new Service Owner teams, and now when I click on all teams, I can see double of the teams. One that I created for SWISHDEV and 1 for SWISH. (you will see there are 2 SO: Network & Cloud Manager' teams).

Questions:

1. The Teams can obviously be viewed across the environment, so why does my SWISH not see the teams I created in SWISHDEV when I look at the dropdown list?

I have also enabled Operations for the team, as per an earlier help documentation I read here.  Which solved this exact problem when I was working in my sandbox SWISHDEV. But doesn't appear to be working here.

Sandbox is a clone of the production environment and that is why you see the teams from prod in prod but not the sandbox teams.  What specifically is not working in production for operations?
