To connect Jira to my active directory, but can't find the section 'user directory'. Can someone explain this?

As you tagged your question with cloud, I guess that you are on the Atlassian Cloud. The documentation you linked here is for Server and Data Center.
If you want to connect Atlassian Cloud products with your Azure AD, you need Atlassian Access also and can configure it there.
