How to get report who has clarified the ticket ,currently we have to open the ticket and check is there any field we can filter and check.

In what view do you want to see the information? Issue view, Dashboard, Filter result?
You can create a custom field and populate that with the "Resolver" when the issue is resolved. Have a look at this Community-Post: Solved: Question regarding "Resolved By" tickets (atlassian.com)
