Thanks for reaching out I am not aware of the system encountering issues during the timeframe of your error and I can verify that I was able to spin up an instance and link it to an org using a test account to verify this process is currently functioning.
So Quick question for you is where are you encountering this error? and can you provide a link to the site you are initiating the process from as well as listing the steps you are following?
The process for linking a new site to your organization is detailed in the following documentation, noting the section "Add sites and products to your organization":
If you want to add a new instance of Jira or Confluence to your organization, you're unable to add it from the organization. You can sign up for a new product and transfer the product from its site's organization to your existing organization.
So to paraphrase the process, you create the new sight by signing up for the desired pricing tier (free, Standard, or Premium) at the following location:
If you create the new site with the same atlassian ID (the account you are logged in as) as your other sites it will automatically be added to the organizations at admin.atlassian.com.

No, it's working but is this forum not checked by atlassian and why was the site not working for nearly a week.

The Community does have Atlassian team members, but quite a range of members are just users like you :)
I can't answer why it might have been down, but I'll notify Atlassian in relation to this :)
