Cannot browse (find) user in single user picker field that is Service Desk Customer role in project

Cannot browse (find) user in single user picker field that has only Service Desk Customer role in current project - 

Customer sharing is set to:

Project settings > Customer permissions > Customer sharing is set to:
Customers can search for other customers within their project or organizations

Are the users in the same Organization? Can you post a screenshot of where you are looking?

a.. I got something - when filling form from customer portal, picker field finds Service desk Customers.. 

filling same form from project issue screen it does not find Service desk customers.. 

But it should be correct as different permissions applies in portal and in project as I can see.
