Can you limit permissions so a user can create team-managed work mgmt project but NOT service mgmt?

We have users who need access to service mgmt to service and reviews tickets.

We need users to be able to create work mgmt projects for personal use.

How can I limit permissions so users can NOT create a service mgmt project with a portal? Testing this I see a user can create a team managed service project which we cant have if it comes with a portal.

Unfortunately, the following isn’t possible as the permission for creating Team managed projects cuts across all team managed project types.

You could raise a feature request for the following functionality at jira.Atlassian.com if after searching you don’t find a similar existing request.
