Can we restrict visibility of tickets for agents on a project to see only the tickets created by them. Its only for one of the agent in a project who is external and do not wish to show all the tickets from the Project.

You need to make use of Issue security scheme and grant access to Assignee, Reporter OR only for required users/groups to view the tickets.
Make use of Automation rule to set security scheme when a ticket is created.
