Using Jira Service Management, are we able to create a new request using the form setup but for people who are not Jira users? We have a large team without access to Jira - only the tech team have access.

It depends on how you define "access to Jira".
With JSM you can add your large team as customers and they won't consume a license. You can even set it up so they can register themselves or have it set to public.
So "Yes".
If you don't want them to register you can set up a public portal where they just needt to enter an email address OR with a customer portal in a JSM project you can set them up as customers/let them register themselves (who don't consume a license) and have them raise issues.
