Can't move Issues from "Service project" to "Software project"

I want to "move" an issue from service project to software project. I can both "create" and have access to "move" in the service project, but can't find the option.

Hi @Andy Lin and welcome to the Community!

A couple of things:

• are you an agent in the service project? I am not 100% sure if that is a requirement, but I would not be surprised, since non-agents are not allowed to edit, transition and work on issues in a service project either. 
• that you see the create button at the top of your screen does not necessarily mean you have create issues permission in the software project. That button is always there, so make sure that after clicking it, you can select the Web Request project to create an issue there.

1. Not agent now, will ask admin to adjust me to agent.
