Can't find responders when Filter by "Services" is checked

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
When trying to add a responder to an open Jira Service Management ticket it can't search for the responders when the Services filter is checked. It just spins and never finds anyone in the JSM tenant. My guess is a bad loop when the Services is checked.
It spins on the Loading... screen when I search for a name with the Services check box checked.
When Services is unchecked I can find the name.
