Can't find REPORTS menu

I'm new to JIRA Service Management and I like to test the reports and dashboards features, but I can't find the Reports Menu.  

I read this article https://support.atlassian.com/jira-service-management-cloud/docs/create-a-new-custom-report/  but the menu report option doesn't appears in the navigations panel.

I suspect you are in a team-managed project, and your project admin has not enabled the "reports" option.  As a project admin, go to project settings and look for the features, you should be able to toggle "reports" to on.
