For last two month there the error all the time. Our administrator don't know, why.

This is likely due to a permissions issue. Have your Administrator
Go to Space Settings -> Access -> Space Permissions
Click on 'Permission Helper' in the top right corner.
Select the 'User' and the 'Issue' that you would like to test permissions.
For the Permission option-> 'Assignable User'
The result will then show where the permission is being restricted.

Have you checked that the user has the correct role in space config? Also, as @Alan Bruce suggests, you can run the permission helper, or even ask Rovo something like "why is Johanna Hempel not available to be assignee in project DSD"?
