Can not create autom. to duplicate tickets depending on a field as sugested field is already used

Hi All, 

We have a set automation for the project which say that: If the Field has  a specific value than every time the other value ( called State) is changing - duplicate tickets and link them to the Master request (original created ticket). 

This automation works.

 

Now, I have added one more option for the dropdown of the field and want to duplicate tickets in case a reporter chooses this option in the dropdown and one of the options under the field Sites.

1) when reporter chooses  one of the options, I want to set so that he fill s out unique fields that appera and a field called State, that's already used int he form in the other place - how can it do it?

 

2) the new automation does not work because it is talking about the original field Called State, which is already used in the other place.

Could you provide more specific details about the existing rule, and what the new rule/fields are meant to do?
