I am wondering if there are any licensing regulations that prevent shared account scenarios. For example, multiple agents use one licensed account by sharing credentials. I understand this is not a safe and recommended practice. Just want to know if there are any licensing agreements/regulations that prevent account sharing.

Licences are for separate individuals, and technically, it's illegal to use shared accounts on Atlassian software - it breaches the terms of the contract you have agreed to.

Generally, no, it's not legal to do that.
It's a breach of your agreement with Atlassian if you use a Cloud product.

I agreed with @Nic Brough -Adaptavist- stated. One cannot share the same account license with multiple agents. It is not legal to do so with Atlassian products licenses.

Okay @Nic Brough -Adaptavist- and @Joseph Chung Yin we know that this is what is expected.
But to but to provide a "legally" valid response, it is necessary to cite "legal documents".
The Atlassian's user is linked to a valid email, but in some cases, depending on the institution's policy, there may be Institutional email accounts with more than one person in charge.
The purpose of my question is to clear up the use of the platform via non-personal email accounts, provided that the account has only one person in charge.
After extensive research into Atlassian's terms of service, I believe I have found the answer.
