Can I create a project with no portal, but with email?

I need to create a project where I can have people in the company email in to create a ticket, but that does not automatically create a portal on the help page.

You should be able to accomplish this pretty easily by removing the Service Desk Customer - Portal Access role from the Browse Projects permission within the project's permission scheme. However, note that this will result in the project throwing a project configuration error such as this:

As well as removing the Portal Access role, to make this a cleaner user experience, I'd recommend putting a redirect rule in your web server/reverse proxy that redirects /servicedesk/customer/portal/$id/* to a non-Jira site that is appropriate (your IT helpdesk page or something).
