Can I create a custom report to mimic the Default Satisfaction Report?

The default Satisfaction report shows comments and ratings from customers, is it possible to create a custom report that shows the same but can be tailored to individual assignees?

Not yet.  Customer satisfaction comment is not searchable in JQL.  You can vote for the feature request here: https://jira.atlassian.com/browse/JSDCLOUD-4317 You can pull back satisfaction to get the rating via JQL.
