CRON Schedule Jira Automation

I created a Schedule Automation using CRON with a value of  0 */15 8-19 ? * *.

Why is still keep running even I input only run 08:00 to 19:00?

I need it to run only every 15 mins of working hours every day,

In Jira Automation, CRON expressions are always interpreted in UTC. This often leads to rules running earlier or later than expected when viewed in local time. For example, a CRON set to run between 08:00 and 19:00 may appear to run until 21:00 or 22:00 if your site or rule is still using UTC while you’re in a different timezone. To avoid this, adjust the times in UTC so that the schedule fires at the intended local hours.
