When importing customers from csv is there a way to have the system NOT send them an invite email?

Also please be sure that your approved domains list is set up properly. If the approved domains list has the any domain set for the JSM customer role, even if you disable the project customer invited notifications, they'll get an email still. The reason for this is that internal accounts, atlassian accounts, come from the admin email address and the setting in the project cannot manage those. 

 

I had trouble with this setting it up for a customer, so Atlassian literally created a document for me because I complained how confusing it was. (Also note even if you use the REST API and the setting is turned ON, it will NOT send notifications). I will have to find it.

Welcome to the Atlassian community.

There is no option to do that as part of the import. Instead you have to turn that off at the project level through Settings > Customer Notifications. Turn it off before you start the import, then turn it back on when you are done with the import.
