If my 1st task is blocked for some reason, then can i put the 2nd task which is related to 1st one as dependent
As YY哥 mentioned, you can use issue linking to specify the dependency between two issues, where you say that issue 2 is blocked by issue 1.
By default the blocked by link is setup on Jira cloud and you should be able to access issue links as shown below:

I think you could link the 2nd taks to the 1st one with the link type of "is blocked by".

Welcome to the community. As suggested by two other participants, it is straight forward to link two issues via issue links setup. It is a default functionality out of the box without any need to configure.
You can click on the following icon when viewing an issue in the project UI
In the dropdown option - select "Link issues" option.
