You can’t connect an external directory directly to Atlassian Cloud, you need a cloud identity provider in-between. Connecting one requires a subscription to Atlassian Guard Standard in most cases.
Exception: Google Workspace that provides some user provisioning and single sing-on capabilities without Atlassian Guard Standard

If you consider out-of-the-box solutions, no, you can't connect Azure with Jira without Guard. Depending on your needs, some Marketplace apps may help you. For example, if you need to display attributes from Azure into Jira issues, I recommend Mindpro Sync. I work at Mindpro, and I believe this app can help with this matter.
It allows you to create a direct connection (or multiple) with identity providers (Azure, Okta, Google, OneLogin) and map the attributes into Jira custom fields to display this information on Jira issues or in the customer portal. Since it uses Jira custom fields, you can also use them in JQL queries.
You can display the attributes inside the issues and also the hierarchy, based on the manager information in Azure. This also allows setting the approver automatically:
